noticed last 2 fights the LPL does only 4 damage .

had the same problem 12 hours ago. Component raid planet FedSun factory planet very close to capellan space (would look it up but server is down atm) 8K bv battle and we were on Butte Hold Ded Srvr First shot out of the gate was a erppc needed a 12 to hit they got a 12, the erppc then went on to do 9 pts of dmg. I do believe it was an Extra Long range shot. don't think that usually matters though.

Altered Energy Weapon Tac Ops rule does change the damage for energy weapons at long ranges and short ranges....however the LPL on the Rifleman should not be that far down unless it has been dialed down or glancing blows are enabled, neither of which should be the case.

Looks to be an extreme range issue, happens everytime, every energy weapon at extreme range (well i didna check small lasers, but hey they are small lasers). So not a bug, but a feature, an intentional one.
